Project Homeless Connect!

Project Homeless Connect (PHC) is a national initiative sponsored by the U.S. Interagency Council on Homelessness, and is now implemented in 106 cities across the United States as well as Canada, Puerto Rico and Australia. The mission of Project Homeless Connect is to rally Joplin area service providers and volunteers to support this one-day event and create lasting solutions for individuals and families experiencing homelessness. The Homeless Coalition is taking the lead in organizing the event.
 
Why Participate?
Every year, nationally, thousands of community volunteers partner with city government, non-profits and the private sector to provide a one-stop shop of health and human services for homeless individuals and families. By participating, you will be raising awareness of the services you provide in the community and extending the opportunity for the homeless to connect with these services. The goal of Project Homeless Connect is to provide easy access to services and resources that support the transition of the city's homeless off the streets and/or shelters and into housing.

Home Repair Available!
 
ESC is currently seeking applicants for their home rehabilitation project in Barton and McDonald County. Through the HOME Repair Program (HERO), selected applicants will receive needed home improvements at no cost. Improvements could include, but are not limited to, roof repair or replacement, bathroom remodeling, window replacement and porch repairs.
 
Applicants for the project MUST meet eligibility criteria: Clients must live in Barton or McDonald County. Clients must meet income eligibility guidelines that are based on a sliding scale (Example: A single person household can have a gross income of no more than $24,900 annually. A three-person household can earn no more than $32,050). The client must live on LESS than 10 acres of land. Also, mobile homes must be on a concrete foundation with no hitch. Priority in the program will be given to elderly head of households, over the age of 65.

The Home Rehabilitation Program (HERO) is sponsored by the Missouri Housing Development Commission. 
Life Skills Classes Available...
 
ESC's Life Skills Training continues to be successful and the Community Development division is excited to offer several more opportunities to join the class this month. 
  
These classes help clients with skills such as budgeting, conserving energy and finding employment. Anyone can attend the trainings, but those wishing to attend must enroll in advance by contacting one of the following staff members: Joanna Watson, 417-781-0352 Sally McAffrey, 417-781-0352 Marcia Denny, 417-845-6011 Sharon Havens, 417-451-2206.

Transitional Housing Funded
 
Economic Security Corporation was recently awarded $30,800 for homeless prevention from the Missouri Housing Development Commission (MHDC).
 
This money will be used to help subsidize rent for homeless families in our Transitional Housing program. This funding is especially important because, without it, we would not be able to make payments to landlords at our scattered locations.
 
The program was also awarded a seperate grant from MHDC for $12,231. These funds will provide for the operation and support costs of the program.
 
Improved SEMAP Score! 
The Jasper County Public Housing Agency's Section 8 Housing Choice Voucher Program received it's Self-Assessment Score this month, which is called SEMAP. We are happy to report that we received a 97% out of 100%! Last year we received a 90%... what a great improvement!

Congratulations to our Housing staff who work hard throughout the year to obtain this score! 
 
 
Framing Hope Project delivers 
 
Economic Security Corporation and the Home Depot are working in partnership through their Framing Hope Product Donation Project. The project donates discontinued items to not-for-profit organizations in an effort to keep the items out of landfills, rebuild nearby neighborhoods and improve the lives of fellow citizens.
 
This month, as a participant in the project, ESC received brand new carpet to assist with our housing rehabilitation programs. We are grateful for the donation and are proud to be working with the Home Depot through this valuable program.
 
 
JCPHA Public Hearing Slated 

ESC is currently taking public comment on the Jasper County Public Housing Agency's (JCPHA)Annual Plan for 2009. A public hearing will be held to discuss the plan on February 18, 2009 at ESC's Central Office (302 S Joplin) in Joplin. The hearing is slated to begin at 9:00am.

The annual plan is available for review and comment at ESC's Central Office through February 18, 2009. A public meeting of the tenant's advisory board will be held directly following the public hearing on February 18th.
 
The Quality Housing and Work Responsibility Act of 1998 (H.R. 4194) requires that each public housing agency submit to the Secretary of the U.S. Housing and Urban Development an annual plan, which at a minimum shall contain the following:
 
  • A statement of needs of the housing needs of low-income and very low-income families.
  • A statement of financial resources available to the public housing agency.
  • Policies governing eligibility, selection, and admissions to public housing dwelling units and housing assistance under Section 8 Housing Choice Voucher Program.
  • A statement of rental contributions of families assisted under Section 8 Housing Choice voucher program.
  • A statement of the grievance procedure of the public housing agency.
  • A description of existing HCV Homeownership Programs of the public housing agency.
  • A statement plan for the Family Self-Sufficiency Program.
  • Civil Rights Certification.
  • FYE 6/30/08 Annual Audit results.
  • Other information required by law to be included in a public housing agency plan, including the public housing agency's progress in meeting the mission and goals described in the Five Year Plan.
