Single-Family Home Rehabilitation Program:

Economic Security Corporation of SW Area (ESC) has two rehabilitation programs that serve homeowners.  Our Home Repair Opportunity Program (HeRO) is sponsored by the Missouri Housing Development Commission serving homeowners in Barton, Jasper, Newton and McDonald Counties.  Our Joplin Consortium HOME Repair Program (HOME) is sponsored by the U.S. Department of Housing and Urban Development Department serving the homeowners within the city limits of Joplin.

A major concern of low to moderate income homeowners is keeping up with necessary but costly repairs.  This is particularly true of older homes with weathered roofs, worn siding, outdated plumbing, heating/cooling systems, drafty windows, or outdated electrical wiring.

Goals of the ESC Rehabilitation Programs:

ESC’s Single Family Owner Occupied Rehabilitation Program is designed to help low to moderate income homeowners in Barton, Jasper, Newton and McDonald Counties repair the major building components of their homes.  The goal is to eliminate the hazards in the home and generate a home that will meet or exceed the current building codes and standards, thus prolonging the usefulness of the home.

Program Design:

ESC’s Single Family Owner Occupied Rehabilitation Program operates in partnership with a funding source to provide a forgivable three year loan to eligible homeowner’s.  The program is designed to offer much more than a forgivable loan – it provides peace of mind in knowing that the right home repairs are done and were completed in a timely manner with quality workmanship.  This program is intended to improve the basic livability of the home, as well as addressing necessary repairs for health, safety, energy efficiency, accessibility, and code violations.  Luxury and purely cosmetic items such as hot tubs, pools, gazebos, etc. are not permissible under the program.

Eligibility:

All applicants for the program must meet the Program eligibility requirements.  Eligibility rehabilitation amounts vary by program and are subject to availability.  Some of the basic requirements for the program are as follows:

  • Homeowners must live in Barton, Jasper, Newton or McDonald counties
  • The property must be occupied by an income-eligible homeowner and be the owner’s principle residence for at least (3) three years
  • The home must be located on less than (10) ten acres of land
  • Mobile homes must be a 1978 model or later, cannot be located on leased or rented land, must be permanently attached to the land by means of a poured concrete foundation, permanently attached to utilities, and the wheels, axles, and hitch must be removed
  • Homeowners must meet income eligibility guidelines that are based on a sliding scale.

 

Barton County  Annual Maximum Income Guidelines (per household):

1 person - 28,150

2 people - 32,150

3 people - 36,150

 4 people –40,150  

5 people-  43,400

6 people - 46,600

Jasper & Newton Counties Annual Maximum Income Guidelines (per household):

1 person - 27,000

2 people - 30,850

3 people - 34,700

4 people –38,550

5 people-  41,650

6 people - 44,750

McDonald County Annual Maximum Income Guidelines (per household):

1 person - 25,850

2 people - 29,550

3 people - 33,250

4 people - 36,900

5 people-  39,900

6 people - 42,850

Services:

If selected, an inspection of the home is performed to determine the needs of the home.  Typical repairs could include major system repairs or replacement including roof and drainage, electrical, fire and smoke protection, plumbing and fixtures, and heating/cooling.  Repairs also could include siding and window repair or replacement.  Accessibility modifications for persons with disabilities will be designed to increase the ability to function effectively in the home.
